UAE Cybersecurity Chief Strengthens Digital Safety for Children, Urges Family Vigilance

In a significant move to enhance the safety of children in the digital landscape, Dr. Mohammed Al Kuwaiti, Chairman of the UAE Government’s Cyber Security Council, has underscored the vital role families play as the first line of defense against cyber threats. This comes in light of a recent Cabinet decision aimed at regulating children’s access to social media platforms, a measure designed to mitigate the risks associated with digital interactions.

Dr. Al Kuwaiti emphasized that while monitoring every device in every household is impractical, proactive family engagement is essential. He stated that the new regulations are crucial for safeguarding young individuals from a variety of cybercrimes, including online blackmail and digital grooming, which exploit their naivety. He articulated that today’s youth are not only targets of malicious actors but also susceptible to media manipulation that can lead to the dissemination of extremist ideologies and destabilizing rumors.

A Reset of the Digital Compass

The recent decision is described by Dr. Al Kuwaiti as more than just a prohibition; it represents a fundamental shift in how digital safety is approached. He remarked, “We are protecting our children from becoming unwitting tools in information warfare and shielding them from falling prey to cybercrimes that target their personal security, as well as their psychological and social future.” This proactive stance aims to bolster the resilience of society as a whole.

The regulations specifically require social media platforms like TikTok and Instagram to implement robust age verification systems. Dr. Al Kuwaiti pointed out that merely monitoring outcomes is insufficient. The regulations mandate that platforms prevent children under 15 from creating accounts and introduce enhanced protections for those aged 15 to 16. These protections include content classification, restricted interactions, regulated usage times, and effective parental control tools.

Enforcement Mechanisms and Compliance

To ensure adherence to these new regulations, authorities have been empowered to impose administrative penalties and even partial or full suspension of platforms that fail to comply. Dr. Al Kuwaiti highlighted the necessity for platforms to adopt advanced verification methods, stating, “From a technical perspective, self-declaration of age is no longer acceptable under our standards.” He called for the use of digital identity checks, official ID verification, and biometrics, all designed to analyze behavioral patterns accurately.

These age verification mechanisms must be proportionate and respect data privacy, collecting only the minimum necessary information while preventing attempts to bypass controls. Dr. Al Kuwaiti noted that the UAE Pass digital identity serves as a leading tool in the national digital ecosystem, encouraging platforms to adopt reliable verification solutions that align with national standards.

Addressing Non-Compliance and Circumvention

Dr. Al Kuwaiti stressed that compliance with UAE laws is obligatory for all platforms, regardless of their geographical location. He reiterated the importance of implementing age verification procedures and protecting the privacy of young users. The regulatory framework in place allows authorities to take action against non-compliant platforms.

In addressing concerns about children using VPNs to circumvent restrictions, Dr. Al Kuwaiti stated that it is the responsibility of platforms to take reasonable steps to limit such behavior. He also emphasized the critical role families play in this regard. “We do not rely solely on technical solutions,” he noted, adding that efforts to enhance digital awareness among families and children are equally important.

The Role of Education and Family Awareness

Dr. Al Kuwaiti views families as strategic partners in the fight against cyber threats. He acknowledged the challenges of monitoring every device but stressed that informed supervision and the activation of protection tools by families are essential. Educational institutions also play a pivotal role in fostering a digitally aware generation. This involves extending beyond traditional curricula to promote cybersecurity awareness and responsible online behavior.

He concluded by emphasizing that while the decision establishes a comprehensive regulatory framework, its success hinges on family awareness and the active involvement of schools in guiding young people toward responsible technology use.
