Australia-India PACTS Advances cybersecurity and Technology Cooperation

Australia and India have launched the Australia-India Partnership on Cyber, Critical Technologies, and Supply Chains (PACTS), a strategic framework aimed at enhancing bilateral cooperation in key areas such as cybersecurity, critical technologies, supply chain resilience, digital resilience, and defense research. This initiative replaces the 2020 Framework Arrangement on Cyber and Cyber Enabled Critical Technology Cooperation, reflecting a commitment to bolster national security, economic growth, and regional stability across the Indo-Pacific.

The PACTS builds on two decades of collaborative research, operational coordination, and policy engagement between the two nations. It underscores a shared commitment to fostering secure digital ecosystems and promoting trusted technology partnerships, crucial in an era marked by rapid technological advancements and increasing cyber threats.

Structured Collaboration Through Five Pillars

The Australia-India PACTS is structured around five key pillars designed to facilitate collaboration among governments, research institutions, universities, and the private sector. This framework aims to increase two-way investment in emerging technologies while supporting innovation and the commercialization of research.

The first pillar emphasizes supply chain resilience, focusing on strengthening trusted technology supply chains and promoting secure trade. Both countries will establish a bilateral mechanism for trusted vendor frameworks and collaborate on enhancing undersea cable security through the Quad Partnership for Cable Connectivity and Resilience. Additionally, the partnership will extend to semiconductor research, critical minerals, and trade diversification.

Expanding Critical Technology Collaboration

The second pillar of the PACTS targets critical technologies, with plans to enhance cooperation in areas such as artificial intelligence, telecommunications, biotechnology, advanced materials, and space technologies. This collaboration is vital for developing international standards for trustworthy AI and fostering partnerships between academic institutions and industry to ensure responsible AI deployment.

Both nations will explore joint research initiatives, investment opportunities, and commercial partnerships in emerging technologies, thereby strengthening long-term economic security across the Indo-Pacific region.

Prioritizing Cybersecurity Initiatives

A significant aspect of the partnership is the focus on cybersecurity cooperation. Under the third pillar, Australia and India will collaborate to counter cybercrime, deter malicious cyber activities, and strengthen cyber policy coordination. This includes protecting critical infrastructure and establishing a consolidated bilateral mechanism for cyber and ICT cooperation.

The framework proposes expanded engagement in United Nations cyber processes and aims to increase trade opportunities for cybersecurity businesses. Practical workshops involving government agencies and industry stakeholders will further enhance collaborative efforts in this domain. Additionally, the partnership will establish a cyber technology skills incubator to promote knowledge exchange and workforce development, addressing the growing demand for cybersecurity expertise.

Advancing Digital Resilience

The fourth pillar of the PACTS is dedicated to enhancing digital resilience across the Indo-Pacific. Australia and India will work together on trusted Digital Public Infrastructure initiatives, promoting scalable digital solutions that support connectivity, healthcare, education, renewable energy, and critical infrastructure. This collaboration aims to expand pilot projects that assist countries in building adaptable digital ecosystems while strengthening regional capabilities.

Strengthening Defense Research and Governance

The fifth pillar focuses on enhancing defense science collaboration through joint research and innovation partnerships. This includes greater engagement between Australia’s Defence Science and Technology Group and India’s Defence Research and Development Organisation. Areas of cooperation encompass maritime surveillance, advanced materials, and defense innovation, fostering stronger links between defense start-up ecosystems.

The oversight of the Australia-India PACTS will be a joint effort between the Australian Deputy Secretary of the International and Security Group within the Department of the Prime Minister and Cabinet and the Indian Deputy National Security Advisor. Annual Senior Officials Meetings will be held to review progress, assess emerging cyber and technology risks, and identify future collaborative projects under each pillar.

With the establishment of the Australia-India Partnership on Cyber, Critical Technologies, and Supply Chains (PACTS), both countries have outlined a comprehensive roadmap that integrates cybersecurity, critical technologies, supply chain resilience, digital resilience, and defense cooperation. This strategic framework is designed to strengthen security and technology collaboration across the Indo-Pacific, addressing the complex challenges posed by an increasingly interconnected world.
