U.S. Navy issues Sources Sought Notice for SSN(X) next-generation submarine manufacturing capabilities

Published:

The U.S. Navy has issued a Sources Sought Notice regarding the SSN(X) program, signaling a significant step towards the development of its next-generation nuclear-powered attack submarine. Released on October 9, this notice seeks information from industry partners about their manufacturing capabilities to support the production of the SSN(X), which is intended to succeed the existing Virginia-class submarines.

This notice marks an early phase in the program’s lifecycle, as the Navy aims to gather insights from potential manufacturers about their ability to meet the complex requirements for submarine production. The SSN(X) is projected to enter service in the early to mid-2040s, with the Navy looking to refine its acquisition strategy in the coming year.

Manufacturing Requirements and Industry Candidates

The notice outlines specific capabilities that interested shipyards must possess, including advanced manufacturing processes, complete hull fabrication, modular outfitting, precision systems integration, reactor compartment installation, and post-delivery testing. Additionally, the Navy is interested in the availability of skilled workforce, advanced machine tooling, floating dry docks, and crane systems capable of handling large submarine components.

Given these stringent requirements, the pool of potential manufacturers is limited to two primary candidates: General Dynamics Electric Boat, based in Groton, Connecticut, and Huntington Ingalls Industries’ Newport News Shipbuilding in Virginia. Both companies have extensive experience in building advanced nuclear submarines and are currently engaged in the production of Virginia-class submarines, with Electric Boat serving as the primary contractor.

SSN(X) Program Overview

The SSN(X) program is critical for the future of the U.S. submarine fleet, despite facing a budget reduction of approximately $121 million, bringing the total request for FY 2027 to around $315 million. Design work is ongoing, focusing on establishing the requirements and developing an acquisition strategy. The program aims to enhance capabilities such as increased transit speed, integration with unmanned underwater vehicles (UUVs), and the incorporation of new propulsion technologies, weapons, and sensors.

Production of the SSN(X) is currently scheduled for around 2034, with the first units expected to be operational in the 2040s. The Navy anticipates that the SSN(X) will incorporate advanced technologies that will significantly enhance its operational effectiveness compared to its predecessors.

Interim Solutions with Virginia-Class Submarines

In the interim, the U.S. Navy will continue to receive Virginia-class submarines, with plans to construct over 60 units of various blocks before ceasing production in the 2040s. The remaining blocks, V, VI, and VII, are already in various stages of construction, with Block VI being the first to utilize the Virginia Payload Module, which allows for additional munitions capacity.

Block VII submarines are expected to serve as a transitional platform, integrating and refining technologies that will be utilized in the SSN(X). Both Virginia-class and SSN(X) submarines may benefit from upcoming sonar upgrades, including a new Bow Conformal Array and improved wide aperture and low-frequency hull arrays, enhancing their detection and engagement capabilities.

The SSN(X) program represents a pivotal evolution in the U.S. Navy’s submarine capabilities, ensuring that the fleet remains competitive in an increasingly complex maritime environment. As the Navy moves forward with its plans, the engagement with industry partners through the Sources Sought Notice will be crucial in shaping the future of undersea warfare.
