Moldovans Face Disinformation Campaign Ahead of EU Membership Referendum

As Moldova gears up for a crucial referendum on EU membership on October 20th, alongside presidential elections, a shadowy Russian-linked influence campaign threatens to disrupt the country’s European aspirations. Dubbed Lying Pigeon, the threat actor has been spreading lies and fears about sensitive issues like LGBT rights, fuel prices, education changes, and immigration from the Middle East.

Check Point Research has uncovered an ongoing disinformation campaign in Moldova, with the primary mode of attack being through deceptive emails. The goal of the campaign is to sow confusion and manipulate public opinion ahead of the key elections and referendum.

Moldova, a nation of 2.5 million people bordering war-torn Ukraine, has been a battleground for competing geopolitical interests. The current government, led by pro-Western President Maia Sandu, advocates for closer integration with the EU. However, the Lying Pigeon campaign poses a significant threat to the country’s political stability and democratic processes.

The disinformation tactics employed by Lying Pigeon are sophisticated and wide-ranging. By impersonating EU entities, the threat actor spreads false narratives through fake documents and emails. These include misleading information about English proficiency requirements, LGBT flag-raising recommendations, and fake migration policies aimed at attracting Middle Eastern migrants.

Furthermore, the campaign’s ties to Russia are evident in the linguistic inconsistencies found in the emails and the use of interconnected IP addresses based in Russia. Check Point researchers have linked Lying Pigeon to previous disinformation campaigns targeting EU countries, highlighting the extent of the threat posed by this malicious actor.

As Moldovans prepare to cast their votes in the upcoming referendum, the specter of disinformation looms large. The need for vigilance and critical thinking has never been more urgent as the country navigates its path towards European integration amidst a sea of misinformation.
