The Evolving Role of CISA in National Cybersecurity: A Four-Year Review

CISA: Pioneering the Future of U.S. Cybersecurity

As the United States gears up for 2025, the Cybersecurity and Infrastructure Security Agency (CISA) stands at the forefront of national cybersecurity efforts, evolving into a crucial player in safeguarding the nation’s critical infrastructure. Established to combat emerging cyber threats, CISA has made significant strides over the past four years, shaping policies that enhance the security and resilience of both digital and physical infrastructures.

In April 2024, the National Security Memorandum on Critical Infrastructure Security and Resilience (NSM-22) solidified CISA’s role as the National Coordinator for U.S. Critical Infrastructure. This memorandum introduced a biennial risk management cycle aimed at identifying and mitigating vulnerabilities across various sectors. By fostering collaboration with public and private partners, CISA is set to develop the 2025 National Infrastructure Risk Management Plan, a roadmap for future federal efforts.

The year 2023 marked a pivotal moment with the release of the National Cybersecurity Strategy (NCS), which emphasized enhanced cooperation between government and industry. CISA played a vital role in updating the National Cyber Incident Response Plan and spearheading anti-ransomware initiatives through the Joint Ransomware Task Force (JRTF). Additionally, Executive Order 14110 highlighted CISA’s responsibility in securing artificial intelligence systems, showcasing the agency’s commitment to addressing both the risks and opportunities presented by AI.

CISA’s proactive measures, including the Cyber Incident Reporting for Critical Infrastructure Act (CIRCIA) enacted in 2022, have empowered the agency to respond swiftly to cyber incidents, analyze trends, and disseminate critical intelligence. As the agency prepares for the challenges ahead, its strategic partnerships and innovative approaches will be essential in navigating the complex landscape of cybersecurity.

With the battle against cyber threats intensifying, CISA is not just reacting to challenges but actively shaping the future of national cybersecurity, ensuring that the U.S. remains resilient in the face of evolving threats.
