With sponsorship from the Nigerian Content Development and Monitoring Board (NCDMB), this session will serve as a vital forum for discussing the role of local content in promoting sustainable development in Africa’s leading energy-producing nations. The roundtable, moderated by Hamlet Morule, who serves as the Executive Head of Communications & External Affairs at bp Southern Africa, features a distinguished panel of experts. This group includes Abdulmalik Halilu from NCDMB, Stuart Gregg from Petrofac, Tony Paul of Future Energy Partners, Bradford Donohue from the International Human Resources Development Corporation (IHRDC), and Jorge de Morais from KAESO Energy Services. Challenges and Opportunities in Local Content Implementation

Focusing on three key nations—Angola, Nigeria, and South Africa—the roundtable will discuss both the obstacles and advancements in local content realization. Participants will confront issues such as skills shortages, fragmented small and medium-sized enterprise ecosystems, and variations in regulatory practices. By analyzing existing local content laws, including Nigeria’s Oil and Gas Industry Content Development Act, Angola’s Local Content Law, and South Africa’s Broad-Based Black Economic Empowerment framework, the conversation aims to identify gaps alongside successful strategies that yield results.
