The African Union and IGAD’s Response to the Quad’s Statement on Sudan

The African Union Commission (AUC) and the Intergovernmental Authority on Development (IGAD) have expressed their interest in the recent Joint Statement released by the Quad, which includes the Foreign Ministers from Egypt, Saudi Arabia, the United Arab Emirates, and the United States. This response focuses on the multifaceted conflict currently affecting Sudan.

Key Elements of the Quad’s Position

Humanitarian Access and Civilian Protection

One of the most critical aspects that the African Union and IGAD welcome is the call for immediate humanitarian access and the protection of civilians. They highlight the importance of a three-month humanitarian truce as a preliminary step towards achieving a lasting cessation of hostilities. This call aligns with the ongoing Jeddah process aimed at fostering peace.

Civilian-Led Transition Process

Another significant point in the Quad’s statement is the encouragement of a civilian-led transition process within the next nine months. This process aims to ensure inclusivity, legitimacy, and accountability as Sudan navigates its complex political landscape. The emphasis on civilian governance is viewed as crucial for long-term stability.

Rejection of External Military Influence

The Quad’s firm rejection of external military support and extremist influences is a key element that resonates with both the African Union and IGAD. This stance underscores the belief that external intervention could complicate and prolong the conflict rather than contribute to a resolution.

Support for the Jeddah Process

Furthermore, both organizations fully support the Jeddah process as the main avenue for negotiating a cessation of hostilities. They emphasize the importance of close coordination with regional and international partners, reinforcing their commitment to diplomatic engagement.

Aligning with Pre-Existing Roadmaps

The positions articulated by the Quad align closely with the existing Roadmaps for peace in Sudan as outlined by the African Union and IGAD. This synergy strengthens the resolve of both organizations to collaborate effectively with the Quad in addressing the crisis in Sudan.

Commitment to Working Together

In light of these developments, the African Union and IGAD reaffirm their commitment to working jointly with the Quad, the people of Sudan, and various stakeholders to end the ongoing war. Their mission is to uphold Sudan’s sovereignty and unity while promoting an inclusive, civilian-led political transition.

Upcoming Initiatives for Consultations

In a related effort, the African Union and IGAD will join forces with the League of Arab States, the United Nations, and the European Union to organize a renewed round of consultations in October. This initiative aims to engage with Sudanese civilian groups, promoting unity among various factions and laying the groundwork for a broad-based, Sudanese-led dialogue. This dialogue is crucial for transitioning to a civilian-led constitutional order.

No Military Solution

Lastly, the African Union and IGAD share the Quad’s belief that there is no military solution to the Sudanese crisis. Both organizations express their eagerness to collaborate closely with the Quad in efforts to end hostilities and restore civilian governance in Sudan.

This collaborative approach highlights a shared understanding that a peaceful resolution requires not only diplomatic efforts but also the active participation of the Sudanese people themselves. The focus remains on sustainable peace and stability, reflecting the dedication of regional and international stakeholders to support Sudan through these challenging times.
