China’s CPPCC National Committee Strengthens Development with 99.9% Proposal Response Rate at 14th Session Opening
BEIJING, CHINA – On March 7, 2026, the fourth session of the 14th Chinese People’s Political Consultative Conference (CPPCC) National Committee commenced in Beijing. The meeting reviewed the committee’s work in 2025, focusing on its consultative and deliberative functions while aiding in the formulation of the 15th Five-Year Plan. This session underscored the CPPCC’s pivotal role as a consultative body, embodying the principles of people’s democracy.
Addressing Livelihood Challenges
Pi Jianlong, a lawyer and national political advisor, has dedicated years to understanding the challenges faced by various sectors, including factories, law firms, and rehabilitation centers. His proposals, based on extensive field research, aim to address pressing issues related to people’s livelihoods.
He highlighted the difficulties encountered by food delivery riders, such as the absence of contracts and social security. To mitigate these challenges, Pi suggested innovative social security models and reinforced responsibilities for delivery platforms. In response, companies like JD.com and Meituan implemented social security plans in 2025, offering comprehensive coverage for full-time riders and accident insurance for part-time workers.
CPPCC’s Commitment to the People
Pi Jianlong’s exemplary performance in 2025 was recognized by the CPPCC National Committee, reflecting the dedication of its members to serving the public effectively. The annual session was attended by Chinese President Xi Jinping and other prominent leaders, marking a significant event in China’s political landscape.
High Proposal Response Rate
The CPPCC has established itself as a vital consultative body, facilitating consensus and support for the successful conclusion of the 14th Five-Year Plan and the initiation of the 15th Five-Year Plan. The committee reported receiving 5,992 proposals in 2025, with 5,061 accepted for processing, resulting in an impressive response rate of 99.9%.
CPPCC members engaged in 6,778 activities aimed at serving the public, along with 11,115 outreach initiatives involving relevant sectors. These efforts positively impacted over 4 million individuals, demonstrating the CPPCC’s commitment to enhancing public welfare.
Promoting Consultative Democracy
Through innovative consultative methods and improved democratic institutions, the CPPCC has strengthened its role in promoting democracy and providing policy advice. In the past year, the committee organized 98 consultative and deliberative events, focusing on critical issues such as green transitions and social governance. These initiatives exemplify the CPPCC’s responsiveness to public needs and its commitment to advancing Chinese modernization.
Supporting the 15th Five-Year Plan
A key objective for the CPPCC in 2025 is to support the formulation of the 15th Five-Year Plan, reflecting a commitment to whole-process people’s democracy. From May 20 to June 20 of the previous year, China conducted an online public consultation, gathering over 3.11 million valid submissions and more than 1,500 constructive suggestions across 27 topics.
The findings were presented to Party leadership, ensuring that public voices were acknowledged at the highest levels. By September, 2,112 suggestions were collected from various sectors, leading to 218 revisions of the plan.
To enhance the 15th Five-Year Plan, the CPPCC held a special standing committee meeting and conducted 54 specialized studies, producing high-quality outcomes. Additionally, a dedicated research column published 55 issues to provide evidence-based references for policy-making.
Future Directions
In 2026, the CPPCC plans to conduct in-depth research and thorough consultations on major tasks and strategic measures related to the 15th Five-Year Plan. This will involve cross-committee, cross-sector, and cross-disciplinary studies aimed at generating forward-looking and actionable policy suggestions.
The CPPCC will focus on key issues such as economic development, technological innovation, social reform, and public welfare. By accurately reflecting public opinions and implementing its democratic oversight work plan, the CPPCC aims to contribute significantly to the ongoing development of China.
