The recent conflict between Israel and Iran saw a dramatic end to kinetic operations, particularly following critical intervention from the United States. However, one battleground remains distinctly active: the realm of cyber warfare.

Rising Cyber Activity

Even as physical combat has ceased, both Israel and Iran have engaged intensively in cyber operations throughout the crisis. This surge in activity has not only involved state actors but has also seen the engagement of hacktivist groups and other affiliates using cyberspace as a theater for conflict. Unlike traditional warfare, judging the impact and scale of cyber operations is complicated and often shrouded in uncertainty.

Dr. Avi Davidi, a Senior Research Fellow at the Jerusalem Institute for Strategy and Security, noted the challenges in measuring the resilience of cyber capabilities after hostilities. He emphasized that many cyber assets may have been depleted or compromised during the conflict, potentially limiting their future effectiveness. Moreover, the ceasefire arrangements might involve informal agreements to refrain from significant cyber assaults, although minor operations could still be executed to convey ongoing tensions.

The Role of Hacktivist Groups

In the current landscape, several pro-Palestinian hacktivist groups, notably the Handala group, have targeted Israeli objectives. However, the allegiance of such groups can be murky. Dr. Davidi points out that some of these actors might actually be Iranian entities, masquerading under the guise of pro-Palestinian solidarity. This complexity raises questions about the authenticity of such hacktivist organizations.

Moreover, governments may look to non-state actors to conduct operations that serve their strategic interests. Civilian hackers can be recruited to perform straightforward attacks, like distributed denial-of-service (DDoS) operations. The pro-Russian group NoName057(16) serves as a notable example, as it coordinated efforts to mobilize volunteers for cyber actions while likely acting as a frontend for Russian intelligence. It’s plausible that Iran could adopt similar tactics, further blurring the lines between state-sponsored and independent operations.

State-Sponsored Cyber Operations

Both Israel and Iran rely on extensive military cyber units and politically motivated hacking collectives to execute their agendas. Despite their different backgrounds, these actors often target civilian infrastructures—such as banks, telecom companies, and crypto exchanges—while intentionally avoiding direct military assets. Dr. Davidi points out that such attacks aim to erode public confidence and sway civilian opinions against the war effort. By focusing on civilian targets, these operations circulate under a veneer of legitimacy, avoiding actual casualties.

Tactical approaches vary significantly between the adversaries. For instance, during the recent Israeli offensive, Iran found itself on the back foot and resorted to readily available cyber tools. Consequently, Iranian cyber operations were less strategic, targeting whatever was within reach. In contrast, Israeli cyber actions appear more focused and calculated, hitting Iranian financial systems and infrastructures critical to regime stability, such as fuel depots and state media offices.

The U.S. Factor

The involvement of the United States in this conflict adds another layer of complexity. The recent military actions targeting Iranian nuclear facilities may have successfully nudged Iran into a more cautious stance. Yet, this engagement also places the U.S. at risk of retaliatory actions in the cyber domain. Dr. Davidi suggests that cyber operations might act as a method for Iran to retaliate against American assets without escalating to a direct military confrontation.

Although Iran lacks the means to launch significant assaults on U.S. territory, it can target American interests in the Middle East. This ability to conduct cyber-attacks allows Iran to maintain the façade of a response while avoiding severe repercussions. Recent warnings from the Cybersecurity and Infrastructure Security Agency (CISA) hint at a resurgence in Iranian cyber activity, which could continue to be a long-term concern for the U.S.
