Luxembourg is emerging as a digital powerhouse, yet the nation faces a growing array of cybersecurity threats. While it is well known for its robust digital infrastructure, the Grand Duchy must navigate a complex landscape of silent risks that often go unnoticed.

“Technology alone won’t win this war. We need to collaborate, to educate, and to act,” highlights Benoît Poletti, CEO of INCERT, emphasizing the need for a collective response.

As digital connectivity fosters innovation and growth, it inadvertently increases exposure to various risks. Gaining a clear understanding of how cybercrime operates—especially via the dark web—is essential for building resilience against these threats.

In our upcoming series, “Dark Web Diaries,” we’ll explore specific incidents reported by INCERT, an organization founded by the Ministry of the Economy in 2012. This agency has been working tirelessly behind the scenes to monitor and safeguard Luxembourg’s digital assets. Future articles will delve into the methodologies used by cybercriminals and spotlight real-life cases tracked within the Grand Duchy.

Core Functions of INCERT

Initially, INCERT was focused on ensuring cryptographic security and fostering trust in electronic identity systems, such as managing the identity systems for Luxembourgish passports. Over time, the organization has expanded its responsibilities to address a wider array of cybersecurity challenges. Currently, INCERT serves not only as a technical authority overseeing secure identity and travel document systems but also as a cyber threat intelligence center.

According to Poletti, “We began with a focus on identity and trust technologies. But as threats evolved, so too did our mission.”

Today, INCERT’s core roles encompass the management of cryptographic infrastructure, ensuring the secure issuance and validation of identity and travel documents. The organization oversees sensitive systems that verify citizens both at physical borders and in online interactions.

By adopting a proactive strategy, INCERT monitors diverse online environments, including less visible parts of the internet, searching for emerging threats. When significant incidents arise, they are reported to the appropriate authorities.

As an authorized certification body, INCERT assists both public and private sectors in adhering to recognized cybersecurity standards. There is a strong emphasis on encryption, digital identity security, and maintaining data integrity.

Furthermore, INCERT actively promotes cybersecurity awareness through outreach initiatives and partnerships with media outlets. This effort is geared toward fostering a culture of digital responsibility throughout Luxembourg.

Addressing Fragmentation in Cybersecurity

As the landscape of cyber threats evolves, it has become evident that cybersecurity is a pressing societal issue requiring collective action. INCERT advocates for a more centralized national cybersecurity authority. Such an organization would facilitate seamless incident response and collaboration between governmental and industrial stakeholders.

“We’ve built a strong ecosystem. But to achieve long-term resilience, we need structured leadership. Fragmentation is no longer an option,” Poletti asserts.

Thanks to entities like INCERT, Luxembourg is not only working to bolster its systems against cyber threats but also to educate and empower its citizens. This proactive approach signifies an important step towards creating a safer digital environment for all.
