Major Crackdown on Dark Web Drug Trafficking in South Korea

The Disruption of Top Korea

The Seoul Central District Prosecutors’ Office has made significant strides in combating drug trafficking by dismantling "Top Korea," the largest drug distribution network operating on the dark web in South Korea. This extensive operation saw the identification and indictment of 19 individuals linked to the site, with 15 being detained and 4 indicted without detention. The collective drug transactions associated with these individuals amounted to approximately 900 million won, or roughly $657,000.

The Rise of Top Korea

Launched in June 2020, Top Korea quickly established itself as a central figure in domestic drug distribution by 2022. The platform allowed sellers to pay registration fees, thereby enabling them to operate as vendors. This arrangement facilitated the buying and selling of illicit substances, functioning as a sophisticated "drug platform" that connected buyers and sellers seamlessly.

With around 4,000 registered users, Top Korea was recognized as the most actively run dark web market for drugs, making its shutdown a crucial blow to online drug trafficking in the region. In the wake of this operation, experts believe that the avenue of domestic drug trade through the dark web has been effectively neutralized.

Investigative Measures and Findings

The investigation into Top Korea didn’t happen overnight. The Seoul Central District Prosecutors’ Office began tracking online drug advertisements and initiated a full-scale probe in 2023. By July of that year, authorities had indicted 16 individuals involved with the platform during the period from November 2023 to June 2024. Over the subsequent ten months, law enforcement successfully apprehended the remaining members tied to the operation.

One notable case involved a family that grew marijuana in their home and marketed it on the dark web. The mother, who cared for the plants, worked alongside her son, who handled online sales. Both, along with the father, were responsible for distributing the drugs, utilizing designated drop-off points. This family managed to sell approximately 383 grams (about 13.5 ounces) of marijuana, valued at 45 million won, from 2023 until early 2024. While the father and son faced detention, the mother was indicted without custody.

Challenges in Dark Web Investigations

The illegal nature of the dark web presents unique challenges for law enforcement agencies. The encrypted communications and cryptocurrency transactions that characterize these online platforms complicate traditional investigative methods, such as controlled deliveries and video surveillance. To counter this, the prosecution team incorporated advanced forensic techniques to analyze transaction patterns and trace cryptocurrency conversions back to cash, effectively revealing criminal connections.

A Collaborative International Effort

The actions taken against Top Korea were part of a broader initiative known as “Operation Raptor.” This extensive international crackdown involved cooperation from ten countries, including the United States, Germany, France, the United Kingdom, Australia, the Netherlands, Spain, Brazil, and Switzerland, with South Korea being the only Asian participant.

According to the U.S. Department of Justice, South Korea ranked fifth in arrests made during this operation, trailing only behind the United States, Germany, the United Kingdom, and France. These statistics underscore the increasing global focus on curtailing drug trafficking activities, particularly those migrating to digital platforms.

A Continued Commitment to Combat Drug Crimes

Reflecting on the changing tactics of drug criminals, Noh Man-seok, head of the Drug and Organized Crime Division at the Supreme Prosecutors’ Office, noted that drug crimes are increasingly shifting to online avenues, especially via encrypted spaces like the dark web. He emphasized the prosecution’s ongoing commitment to thwarting drug-related activities, indicating a readiness to leverage scientific techniques developed over years to adapt to these modern challenges.
