In a significant advancement in digital law enforcement, Haryana has reported a remarkable 31 percent recovery rate for funds stolen through online scams during the first half of 2026. This achievement not only positions Haryana as a national leader in combating cybercrime but also underscores the state’s commitment to leveraging technology in policing strategies aimed at addressing the increasing sophistication of virtual crimes.

The impressive recovery rate was highlighted during a high-level review of the PRAGATI cyber policing action plan, led by Chief Secretary Anurag Rastogi. Officials disclosed that Haryana’s recovery rate has surged to over eight times the national average of 3.85 percent. This stark contrast emphasizes the effectiveness of Haryana’s centralized monitoring systems, which focus on rapid financial freezing and prompt administrative support for victims of fraud.

A Record Setting Surge in Recovering Fraudulent Wealth

Central to Haryana’s success in financial recovery is the innovative Money Restoration Module, a dedicated government portal designed to connect cybercrime victims with law enforcement and banking institutions. From January to June 2026, the state successfully issued 2,241 formal restoration orders across 7,316 active cyber fraud cases managed through this portal.

This automated system ensures that once stolen funds are intercepted and frozen within the banking network, they can be systematically returned to the rightful owners without subjecting families to prolonged legal battles. Senior administrative officials have indicated that maintaining this high recovery rate necessitates continuous oversight from the State Cyber Crime Coordination Centre, located in Panchkula. This center operates as a 24/7 command unit, facilitating real-time follow-ups with victims and expediting the legal processing of indemnity bonds necessary for releasing locked funds.

Chief Secretary Rastogi has praised these expedited workflows but has also called for an expansion of efforts to incorporate advanced artificial intelligence applications into state-level predictive policing and data analytics frameworks.

Automated Actions and Digital Takedowns Through Unified Portals

To fundamentally reshape its enforcement landscape, Haryana has introduced the automated e-Zero FIR system. This new digital infrastructure transforms how serious financial scams are processed by state police. Under this framework, any cyber fraud complaint involving financial losses of ₹1 lakh or more, reported through the national 1930 helpline, is automatically converted into an official Zero FIR.

This automation circumvents traditional jurisdictional issues, enabling specialized officers to quickly preserve digital evidence, track illicit wire transfers, and identify fraudulent bank accounts before critical data can be lost. Concurrently, the state has utilized its Sahyog Portal to conduct extensive preemptive actions against malicious online infrastructure. Within the same six-month period, digital enforcement teams successfully identified and removed 14,139 pieces of unlawful online content, eliminating numerous phishing websites, deceptive advertisements, and fraudulent social media profiles aimed at unsuspecting consumers.

Haryana has also emphasized interstate operational collaboration, addressing over 97 percent of incoming security requests routed through the federal Samanvaya Portal. This proactive approach ensures that cross-border criminal syndicates find no refuge within the state.

Dismantling Organized Syndicates Across Regional Hotspots

In addition to digital asset recovery, field-level enforcement operations have significantly disrupted organized cybercrime syndicates. Law enforcement has focused on notorious cybercrime hubs, particularly in the sensitive Nuh district. A sustained campaign from January 2025 to June 2026 led to the registration of 473 proactive FIRs and the arrest of 927 active cybercriminals in this hotspot alone.

During these targeted operations, tactical teams seized 751 mobile devices and 1,442 illegally obtained SIM cards used in large-scale phishing schemes. This local crackdown is part of a broader statewide initiative that resulted in the arrest of 3,947 cybercriminals in the first half of 2026. To support this rapid operational expansion, Haryana has invested heavily in building institutional capacity, training over 9,100 police personnel in advanced digital forensics and cyber investigation techniques since early 2025.

By integrating advanced technological infrastructure with localized public awareness campaigns that have reached over three lakh citizens, Haryana is actively establishing a robust national model for digital public safety.
