U.S. Senator Maggie Hassan has expressed serious concerns regarding the potential misuse of SpaceX’s Starlink satellite internet service by transnational criminal organizations running large-scale scam operations in Southeast Asia. In a formal letter sent to SpaceX CEO Elon Musk, the New Hampshire Democrat requested detailed insights into the steps taken by the company to prevent its technology from being exploited for online fraud.
This inquiry has arisen amid mounting evidence, including reports from the United Nations and various investigative efforts, that highlight Starlink’s role in enabling scam networks across countries like Myanmar, Thailand, Cambodia, and Laos. These networks are alleged to have caused staggering financial losses globally, with a reported $3.5 billion in the United States alone attributed to such scams in 2023.
Satellite Internet Enabling Criminal Activity
A report released in October 2024 by the United Nations Office on Drugs and Crime indicates that organized criminal groups have adopted Starlink’s satellite technology because of its portability, independence from local telecommunications infrastructure, and ability to provide reliable internet access in remote locations. This makes it an attractive option for criminals who operate in areas with limited connectivity.
One investigation by Wired revealed alarming numbers: at least 412 Starlink devices were identified operating from eight scam compounds in Myanmar, collectively logging over 40,000 connections within a mere three months. Additionally, a law enforcement raid in Thailand led to the seizure of more than 130 Starlink units from similar facilities.
These compounds reportedly house thousands of trafficked individuals, many coerced into participating in scams known as “pig butchering.” This scheme involves scammers developing fraudulent online relationships with victims, ultimately leading them to significant financial losses.
Furthermore, U.S. authorities have noted a dramatic increase in reports regarding these scams. According to the U.S. Treasury’s Financial Crimes Enforcement Network (FinCEN) and the U.S. Secret Service, over 8,000 complaints have been reported since November 2022, often associated with digital assets.
Social and Economic Consequences
The impact of these scams extends far beyond financial losses. The UN estimates that over 220,000 individuals have been subjected to human trafficking for online scam purposes in this region. Many victims suffer from intense psychological distress, and some have tragically taken their own lives due to the trauma endured.
“This fraud, often perpetrated through forced labor, leads to significant psychological harm that can push victims to extreme measures,” Senator Hassan wrote in her correspondence to Musk. It is estimated that scams originating from Southeast Asia result in global losses exceeding $43.8 billion each year, with a considerable portion of this amount stemming from individuals in the United States.

In her letter, Senator Hassan outlined several critical questions directed at SpaceX, seeking clarity on issues spanning from January 1, 2020, to the present. Some of her inquiries include:

- Has the company implemented “geofencing” to prevent Starlink operations in particular areas, as suggested by a UN report?
- What collaborative actions, if any, has SpaceX undertaken with law enforcement to address this issue?
- What revenue has been generated from devices linked to criminal activities?
Senator Hassan has requested SpaceX to respond by August 18, 2025. Although SpaceX has communicated its commitment to investigating and deactivating inappropriate Starlink devices in various situations, it has not publicly acknowledged the specific use of Starlink within the context of Southeast Asian fraud operations or detailed any requisite actions taken thus far.
A UN report indicates that the inability of Starlink to effectively prevent its devices from being utilized for scams may infringe upon fundamental human rights principles applicable to businesses.
Government Actions and Challenges
In light of the widespread activities of these scam networks, governments in Southeast Asia are taking measures to dismantle the fraud industry, including cutting off electricity and internet connectivity in known scam havens. However, criminals have managed to bypass these restrictions by leveraging Starlink’s satellite internet service, which operates independently of local infrastructure.
As the stakes rise, both financially and in terms of human lives, attention is now focused on what Elon Musk and SpaceX will reveal about their knowledge and response to the abuse of their technology.
