Recently, the United Nations Support Mission in Libya (UNSMIL) organized a pivotal youth consultation with a group of young women from various regions of Libya. This gathering aimed to discuss insights from the Advisory Committee (AC) and to gather input on the political future of the country. Held on a Sunday, this consultation focused on the aspirations and concerns of these young political leaders.

The consultation featured twenty-six young women from Libya’s eastern, southern, and western regions. These participants are part of the Ra’idat program, a UNSMIL initiative dedicated to enhancing leadership, communication, teamwork, and advocacy skills among young Libyan women. This platform not only empowers them individually but also links their development to broader societal change.

Key Recommendations from the Advisory Committee

During the discussions, one participant highlighted the importance of the Advisory Committee’s recommendations, noting that they introduced options that had yet to receive serious attention. Particularly, the proposal to hold simultaneous elections, contingent upon the unification of the government and a revision of presidential candidacy criteria, sparked significant interest. "If this effort fails, I fear there may be no meaningful opportunity for change anytime soon," she remarked, emphasizing the urgency of the situation.

Concerns Over Political Feasibility

The young women engaged in candid dialogue about the practicality of the Committee’s suggestions. They expressed concern about the challenges associated with each recommendation, stressing the vital role of youth in the political arena. As one participant aptly stated, “Young people have long been excluded from key decision-making spaces, yet they are among those most invested in Libya’s future.” The call for transparency and inclusiveness in any political process resonated strongly throughout the session.

Preferences for Political Options

Participants also weighed in on the different recommendations from the Advisory Committee. Many expressed a preference for option four, which advocates establishing a political dialogue committee to finalize electoral laws, the executive authority, and a permanent constitution. However, they insisted that this approach must incorporate strict timelines, clear accountability measures, and robust anti-corruption safeguards.

The Advisory Committee’s Report

In May, UNSMIL published the Executive Summary of the Advisory Committee’s Report, which detailed four strategic options aimed at advancing Libya’s political process. A public consultation and survey have been launched to gather further input from citizens, allowing them to voice their opinions on which of the proposed paths they favor.

The Proposed Options

The options presented for moving forward include:

  1. Simultaneous Presidential and Legislative Elections: This approach seeks to streamline the electoral process.

  2. Parliamentary Elections First: This would involve conducting parliamentary elections prior to establishing a permanent constitution.

  3. Constitution First: This option suggests adopting a permanent constitution before any electoral events.

  4. Political Dialogue Committee: Under this option, a committee would form based on the Libyan Political Agreement to finalize essential electoral laws and governance structures.
