On September 19, 2025, the United Kingdom’s Secret Intelligence Service, commonly known as MI6, launched an innovative dark web platform named “Silent Courier.” This initiative aims to recruit foreign spies and collect sensitive information in a secure and anonymous manner. The platform is a significant leap in modern espionage strategies, designed to facilitate connections with potential informants worldwide, particularly those residing in authoritarian states.

How Silent Courier Operates

Silent Courier utilizes the Tor network, a specialized area of the internet that enables anonymity for its users. This design allows individuals who possess crucial information about threats such as terrorism, hostile intelligence activities, or global instability to communicate securely with MI6 without the fear of being identified.

To assist potential informants in navigating this new platform, MI6 has shared a step-by-step instructional video on its official social media channels. The agency emphasizes the importance of using Virtual Private Networks (VPNs) and “clean” devices—those not linked to their personal identities—to ensure maximum operational security.

Direct Appeal to Informants Under Regimes

During his final press conference in Istanbul, outgoing MI6 Chief, Sir Richard Moore, made a heartfelt appeal to individuals living under oppressive regimes, including those in Russia, China, Iran, and North Korea. He encouraged them to reach out via Silent Courier, stating: “Come to Silent Courier; share your truths with courage. For your safety, we have designed this platform to safeguard your identity and communications.” This invitation signifies MI6’s commitment to connecting with new sources amid escalating geopolitical tensions and increasingly complex hybrid warfare scenarios.

The launch of Silent Courier aligns with recent efforts by other intelligence agencies, such as the CIA’s campaign in 2023 designed to attract informants from Russia through social media and encrypted communication channels.
