The outreach aims at a diverse group, including individuals from Russia, China, Iran, and North Korea.

During his speech, Sir Richard expressed strong critiques of Russian President Vladimir Putin. He suggested that there is "no evidence" that Putin seeks a negotiated peace in the ongoing conflict, stating that he appears to be stringing along diplomatic efforts, primarily focused on Ukrainian capitulation. Sir Richard added that Putin’s ingress into Ukraine reflects broader issues within Russia, indicating that the country is facing significant long-term economic and demographic challenges that are further worsened by the ongoing war.

The MI6 Chief also highlighted China’s involvement in supporting Russia’s military efforts.
