Introduction to Oman’s Space Initiative

Oman is stepping into the forefront of the space economy with the launch of Etlaq Spaceport, the country’s first commercial spaceflight hub. This exciting development coincides with a groundbreaking decision by the Civil Aviation Authority (CAA) to establish a regulatory framework for commercial space launch activities. Notably, this initiative is the first of its kind in the Middle East, positioning Oman as a potential regional leader in space exploration and satellite launches.

New Regulatory Framework

The CAA’s recent issuance of the Civil Aviation Directive (CAD 5-01) outlines the procedures for coordinating spaceflight activities within Oman’s airspace. The directive is pivotal for companies looking to launch, as it requires them to submit a detailed, evidence-based safety case to secure launch windows in the Muscat Flight Information Region (FIR). The efficiency of this process is impressive, with approvals potentially being granted in as little as 45 days, making it one of the fastest globally—all while adhering to stringent safety standards across aviation, maritime, and ground operations.

Leadership Vision

His Highness Sayyid Azzan bin Qais al Said, the CEO of Etlaq Spaceport, expressed enthusiasm about this significant milestone for Oman and the international space community. He emphasized that establishing a clear and expedient launch approval process demonstrates Oman’s commitment to becoming a serious player in the space industry. “We are proud to be at the center of this transformation,” he stated, inviting global collaborators to join in this ambitious journey.

Collaboration for Smooth Operations

Etlaq Spaceport recognizes the importance of strategic partnerships in facilitating its operations. The spaceport will work closely with the Ministry of Transport, Communications, and Information Technology (MoTCIT), the CAA, and the National Space Programme to ensure that launches are authorized efficiently. This synergy aims to provide a streamlined experience for operators, ultimately fostering a vibrant commercial spaceflight environment.

Unrestricted Launch Opportunities

One of the most attractive features of the new regulatory framework is its flexibility in the number of launches permitted annually. Both launch service providers and Etlaq Spaceport will face no restrictions on the total number of launches, allowing for increased launch cadence as market demand rises. This freedom is crucial for promoting growth in the sector and ensuring that Oman can respond rapidly to the changing needs of the space economy.

Commitment to Safety and Standards

Rawya al Adawi, Acting Director General of Civil Aviation Regulations, stressed the importance of this initiative in promoting the safe integration of space activities within Oman’s airspace. The publication of CAD 5-01 signifies that airspace use during launch operations will be managed in compliance with international safety standards. This commitment underscores Oman’s dedication to fostering emerging sectors like space while prioritizing the safety of all airspace users.

Support from the National Space Programme

Dr. Saoud al Shoaili, Director General of Policies & Governance and Head of the National Space Programme, has voiced strong support for the initiative. He noted that it is a key element of the Oman Space Policy and Executive Programme for 2023 to 2033. The formalization of the Civil Aviation Directive (CAD 5-01) is a substantial stride towards developing Oman’s forthcoming National Space Law.
