Operation Grayskull: A Major Crackdown on Child Exploitation

Overview of Operation Grayskull

On July 23, 2025, the U.S. Justice Department announced significant results from Operation Grayskull, a coordinated effort spearheaded by the Department of Justice and the FBI. This operation successfully dismantled four notorious dark web sites that were exclusively dedicated to hosting images and videos of child sexual abuse material (CSAM). As a direct result of this operation, 18 individuals have been convicted, collectively facing over 300 years in prison.

Key Convictions

One notable case involved Thomas Peter Katsampes, a 52-year-old from Eagan, Minnesota. On July 22, 2025, he received a sentence of 250 months in prison, along with lifetime supervised release for his role in one of the targeted dark web sites. In addition to prison time, he was ordered to pay $23,000 in restitution to the victims of his offenses.

Acting Assistant Attorney General Matthew R. Galeotti emphasized the importance of this operation, stating that it sends a clear message to individuals who seek to exploit children in any capacity. The commitment of law enforcement officials to bring offenders to justice has been instrumental in the success of this initiative.

The Scope of the Operation

The FBI, under the leadership of Director Kash Patel, described Operation Grayskull as one of the most substantial strikes against online child exploitation networks to date. Not only did the operation eliminate dangerous dark web platforms, but it also underscored the message that anonymity is not a shield against accountability.

U.S. Attorney Hayden P. O’Byrne for the Southern District of Florida echoed these sentiments, praising the tireless efforts of the FBI and international partners. He reiterated the determination to protect vulnerable children from exploitation and harm.

Details of Criminal Activities

Katsampes had pleaded guilty to charges of conspiracy to advertise and distribute child pornography earlier in February 2025. Court documents revealed that he became involved with a dark web site for CSAM in 2022, where he actively participated in advertising and distributing material, even rising to a staff position responsible for moderating the content and enforcing site rules.

Alongside Katsampes, eight others have faced conviction in the Southern District of Florida, indicating a broader network of individuals tied to the primary site targeted in this operation.

The dismantled platforms were notorious for their graphic content, including materials that depicted violence and abuse against infants and toddlers. They offered users advice on evading law enforcement, demonstrating the calculated nature of their operations.

Convictions Nationwide

In addition to the 18 individuals apprehended through Operation Grayskull, nine other offenders have been convicted in various judicial districts across the United States. Notable cases include:

  • Selwyn David Rosenstein from Boynton Beach, Florida, who received a 28-year sentence.
  • Matthew Branden Garrell from Raleigh, North Carolina, sentenced to 20 years and 10 months.
  • William Michael Spearman from Madison, Alabama, who was sentenced to life in prison.

These sentences highlight the serious repercussions of engaging in child exploitation activities.

International Collaboration and Future Outlook

Operation Grayskull had a global reach, resulting in arrests across several countries, including the UK, Netherlands, Italy, Germany, Estonia, Belgium, and South Africa. The extensive collaboration between the FBI’s Child Exploitation Operational Unit and local agencies showcases the united effort necessary to combat this pervasive issue.
