UAE Cyber Security Council, e&, and Open Innovation AI Launch Sovereign AI Platform to Strengthen National Infrastructure Security
Abu Dhabi, UAE: The UAE Cyber Security Council (CSC), in collaboration with e& UAE and Open Innovation AI (OI), has officially launched the UAE Sovereign AI Platform. This initiative aims to deliver secure artificial intelligence capabilities across various sectors, including national security, mission-critical operations, critical infrastructure, and classified government environments. The announcement was made during the ISNR 2026 event in Abu Dhabi, with the platform now available for onboarding.
Enhancing AI Security and Compliance
The newly launched platform allows organizations to deploy and operate advanced AI technologies, such as generative AI, large language models, AI agents, advanced analytics, and autonomous workflows. These technologies will function within a fully UAE-controlled infrastructure, designed to meet the highest standards of security, resilience, and regulatory compliance. Central to the platform is the Sovereign AI Security Framework, which validates, governs, and monitors AI models, agents, applications, and workflows prior to their deployment in sensitive environments. This framework addresses emerging national security challenges associated with the adoption of AI.
Key features of the platform include:
- Model integrity and governance
- Operational isolation
- Cyber resilience
- Data sovereignty
- Sovereign AI execution
- Secure AI operations
- Secure execution of classified AI workloads
A Collaborative Effort for National Security
The initiative integrates the UAE Cyber Security Council’s national governance and cyber resilience frameworks with e& UAE’s extensive digital infrastructure and secure connectivity. Open Innovation AI contributes its AI orchestration platform and comprehensive technology stack. This complete platform encompasses GPU orchestration, AI infrastructure management, model deployment, AI agents, secure inference, and operational controls, all designed, engineered, and built within the UAE.
The platform is specifically tailored for sectors that require air-gapped, cyber-secure AI environments, including:
- National security and mission-critical operations
- Intelligence and cyber operations
- Emergency response
- Critical infrastructure
- Smart government
- Regulated strategic industries
Statements from Key Officials
Dr. Mohamed Al Kuwaiti, Head of Cyber Security for the UAE Government, emphasized the importance of strong governance and secure infrastructure for AI adoption in sensitive environments. He stated that this platform is a significant step towards enabling government entities and mission-critical organizations to leverage AI while ensuring the highest levels of cyber resilience, data protection, and policy alignment. He noted that the collaboration with e& UAE and Open Innovation AI supports the development of a secure national AI ecosystem built on trust, sovereignty, and operational readiness.
Abdulla Ebrahim Al Ahmed, Chief Government & VVIP Relations Officer at e& UAE, highlighted the necessity of AI platforms that are secure by design and sovereign by architecture, particularly for national security and high-assurance government environments. He pointed out that this collaboration aims to keep sensitive workloads within UAE-controlled infrastructure while enabling advanced AI capabilities, reinforcing e& UAE’s role as a trusted technology partner for government entities and strategic sectors.
Dr. Abed Benaichouche, CEO and Co-Founder of Open Innovation AI, added that the platform is specifically designed for organizations managing sensitive operations and critical national data. It aims to help government entities and mission-critical organizations adopt AI while maintaining control over data, compute, models, applications, and security policies. The platform also supports compliance with UAE cyber security and AI policy requirements through its advanced AI Security Framework.
Strengthening National Capabilities
The technology stack of the platform, which includes GPU orchestration and model deployment, has been developed entirely in the UAE. This local development approach is intended to enhance national capabilities, accelerate secure AI adoption, and bolster the UAE’s position as a global hub for trusted digital infrastructure.
The platform is poised to support a variety of secure AI use cases, such as AI agents, advanced analytics, classified workload processing, decision-support capabilities, knowledge management, workflow automation for sensitive environments, and controlled AI applications for government and mission-critical environments.
This initiative aligns with e& UAE’s broader AI strategy and its ongoing efforts with national partners to promote secure digital transformation, cyber resilience, and sovereign technology development across the UAE.
