On July 3, 2023, the US State Department issued a warning about an unidentified actor who utilized AI to impersonate Secretary of State Marco Rubio. The individual sent messages via text and voice mail to several foreign ministers and US politicians, raising alarm about the potential impacts of deepfake technology on diplomatic communications.
State Department spokesperson Tammy Bruce confirmed the agency’s awareness of the situation, stating, “The State Department is aware of this incident and is currently monitoring and addressing the matter.” She emphasized the department’s commitment to safeguarding information and enhancing its cybersecurity measures to prevent similar occurrences in the future.
Increasing Sophistication of Cyber Crime
According to a recent report from Trend Micro, incidents related to deepfake technology are expected to rise in both number and complexity. The report, titled Deepfake it ’til You Make It: A Comprehensive View of the New AI Criminal Toolset, outlines how cyber criminals are evolving by leveraging generative AI and deepfake tools. Unlike in the past, when they relied on underground tools, criminals now have access to mainstream software aimed at legitimate content creation, making their operations both easier and more sophisticated.
Andrew Philp, ANZ Field CISO at Trend Micro, remarked, “AI-generated media is not just a future risk, it’s a real business threat.” Numerous cases are being reported where executives are impersonated, hiring processes are compromised, and financial safeguards are easily bypassed. This paints a troubling picture for organizations striving to protect their digital environments.
Target Sectors in the Crosshairs
Financial services are among the sectors particularly hard-hit by the use of deepfake technology. Criminals are increasingly employing these methods to bypass Know Your Customer (KYC) processes, using fabricated identities to launder money and commit other financial frauds. Job recruitment processes are similarly affected, with scammers creating fake candidates to deceive hiring managers and gain access to sensitive data.
This trend indicates a growing need for organizations to adapt their hiring and verification processes to counteract these dangers, particularly as deepfake technology becomes more prevalent.

The report highlights that the skills and tools necessary for creating deepfakes are being widely disseminated among criminals. There is a thriving market for tutorials and toolkits that empower even amateur criminals to engage in this type of fraud. Philp warned, “This research is a wake-up call—if businesses are not proactively preparing for the deepfake era, they’re already behind.” The urgent need for organizations to develop new strategies and technologies to maintain digital trust is clear, especially in a world where traditional verification methods are no longer reliable.
