Strengthening Bilateral Ties: Rwanda and Somalia Official Visit
On October 27, 2025, Rwanda’s Minister of Foreign Affairs and International Cooperation, Hon. Olivier J.P. Nduhungirehe, welcomed H.E. Abdisalam Abdi Ali, the Foreign Minister of Somalia, in a significant two-day official visit to Kigali. This meeting marks a pivotal moment in the ongoing partnership between the two nations, highlighting their commitment to collaboration and mutual growth.
A Foundation of Mutual Respect and Solidarity
During their discussions, both ministers emphasized that the relationship between Rwanda and Somalia is built on a foundation of mutual respect and shared aspirations. They expressed a strong commitment to Pan-African solidarity, acknowledging that both countries aim to enhance their diplomatic and economic ties. This visit represents a significant step forward in reinforcing bilateral relations and exploring avenues for deeper cooperation across various sectors.
Key Agreements and Future Collaboration
One of the pivotal outcomes of the visit was the signing of a General Cooperation Agreement. The ministers agreed to expedite its operationalization through the establishment of a Joint Permanent Commission (JPC). This commission is envisioned as a critical mechanism to oversee the implementation of existing agreements while identifying new areas for collaboration. Key focus sectors will include justice, education, agriculture, information and communication technology (ICT), and mutual legal assistance.
Existing Cooperation and Dialogue
Both parties recognized the benefits stemming from their current cooperative efforts, which encompass various sectors such as political consultations, investment promotion, and security collaboration in police and defense. This acknowledgment underscores the effectiveness of their ongoing partnerships and sets a positive tone for future initiatives.
Discussing Regional Peace Efforts
In their talks, the ministers also exchanged perspectives on the ongoing peace processes in Doha and Washington, particularly regarding the setbacks in Eastern DRC. They acknowledged the complexity of the situation and expressed optimism for a resolution that would favor regional stability. Rwanda also commended Somalia’s proactive engagement at the United Nations Security Council, especially through its involvement in the A3+ Group, which represents African interests on the global stage.
Enhancing International Cooperation
Looking toward the future, both ministers agreed on the importance of improving cooperation within international and multilateral forums. They highlighted the value of a coordinated approach to advance shared interests, ensuring that both nations can effectively navigate the international landscape for mutually beneficial outcomes.
