UAE Establishes National AI Test and Validation Lab, Advancing cybersecurity Standards for AI Deployment

In a significant move towards enhancing cybersecurity standards for artificial intelligence (AI), the United Arab Emirates has launched the National AI Test and Validation Lab. This pioneering facility is designed to test, validate, and certify AI models, agents, and applications in accordance with the UAE’s cybersecurity policies and international standards. The establishment of this lab marks a critical step in the UAE’s commitment to secure and responsible AI adoption, setting a new global benchmark in the process.

A Strategic Collaboration

The lab’s inception is the result of a strategic partnership between the UAE Cyber Security Council (CSC), Open Innovation AI, and Cisco, with Emircom also playing a vital role. This collaboration aims to provide both government entities and private sector organizations in the UAE with the tools necessary to ensure that their AI deployments are secure, reliable, and trustworthy.

H.E. Dr. Mohamed Al-Kuwaiti, Head of Cybersecurity for the UAE Government and Chairman of the UAE Cyber Security Council, emphasized the importance of AI in the nation’s infrastructure. He stated, “Artificial intelligence is becoming part of the fabric of government services, critical infrastructure, and everyday life in the UAE. The National AI Test and Validation Lab offers the country a sovereign capability to ensure that every AI model and every AI agent deployed in our economy is secure, trustworthy, and aligned with our national policies.”

Objectives and Compliance

The lab is designed to align AI deployments with UAE cybersecurity policies, particularly those related to AI, cloud computing, and critical information infrastructure. It will also assess compliance with international standards, including ISO 42001, MITRE ATLAS, NIST AI RMF, and OWASP frameworks for large language models (LLMs) and AI agents.

The lab’s comprehensive evaluation process aims to uphold the highest standards of reliability for AI systems. Key areas of assessment include:

  • Model Security: Testing for robustness and safety.
  • Threat Defense: Identifying vulnerabilities, such as prompt injection and jailbreak attempts.
  • Data Integrity: Monitoring for data leakage and privacy risks.
  • Supply-Chain Security: Verifying the integrity of models and weights.
  • Agent Autonomy: Evaluating risks associated with agent tool use.
  • Regulatory Compliance: Ensuring alignment with UAE AI, cloud, and cybersecurity mandates.

Systems that successfully pass these evaluations will receive a national certification mark, providing regulators, operators, and citizens with assurance that the AI system is secure and verified.

Industry Impact and Future Prospects

Fady Younes, Managing Director for Cybersecurity at Cisco for the Middle East, Turkey, Africa, Romania, and CIS, remarked on the importance of embedding security within AI infrastructure. He noted, “In the AI era, security cannot be an afterthought; it must be embedded within all infrastructure. Our collaboration with the UAE Cyber Security Council and Open Innovation AI marks a pivotal moment in securing the future of the UAE’s digital economy.”

Dr. Abed Benaichouche, CEO of Open Innovation AI, highlighted the evolving nature of AI security. He stated, “Securing AI cannot be a one-time exercise; models evolve, agents act autonomously, and new attack techniques emerge every week. With the UAE Cyber Security Council and Cisco, we are industrializing AI security: continuously red-teaming, testing, and certifying AI systems at a scale that matches how fast they are being deployed.”

The lab is expected to analyze tens to hundreds of thousands of AI agents annually, reinforcing the UAE’s rapid adoption of AI technologies.

Technological Infrastructure

The National AI Test and Validation Lab is built on a high-performance foundation designed for scalability. It combines Cisco’s secure infrastructure with Open Innovation AI’s software to automate policy conformance and evidence collection. Key components of the lab include:

  • Cisco AI-Ready Infrastructure: Secure networking and high-performance computing powered by NVIDIA GPUs.
  • Open Innovation Cluster Manager (OICM): Orchestrates end-to-end AI workloads.
  • OI AI Security & Cisco AI Defense: Provides comprehensive red-teaming and automated testing capabilities.

The lab is already operational, with plans to scale its capabilities in the coming months to support the UAE’s ambitious AI initiatives.

Serving Diverse Sectors

The National AI Test and Validation Lab will cater to a wide range of sectors, including federal and local government entities, critical national infrastructure operators, financial services, healthcare, energy, telecommunications, and UAE-based AI developers. This diverse focus ensures that all stakeholders can demonstrate compliance with national requirements before bringing their AI models and agents to market.
