WASHINGTON (SOA) — Many people steer clear of the dark web, yet it remains a hotbed for illicit activities. In a recent investigation, National Investigative Correspondent Angie Moreschi delves into this hidden digital realm, uncovering its alarming secrets with insights from leading cybersecurity expert Haywood Talcove. According to Talcove, who is the CEO of LexisNexis Risk Solutions, this underground marketplace is often exploited by criminals.
A Hub for Illicit Trade
The dark web serves as a bustling marketplace for a variety of illegal goods and services. From narcotics and weapons to tools designed for committing fraud, it offers a disturbing array of items for sale.
“It’s essentially a buffet for fraudsters. It’s a flea market of stolen merchandise,” Talcove remarked.
LexisNexis plays a crucial role in assisting governmental bodies in the fight against cyber fraud, focusing especially on protecting vulnerable populations.
“The sale of children is among the most devastating offenses reported. They’re sold as casually as one might sell a piece of furniture, occurring with alarming frequency across the country,” Talcove stated while providing examples of such illegal transactions.
Rampant Financial Scams
Financial scams occupy a significant portion of dark web activities, with fraudulent tools gaining traction. Notably, artificial intelligence is revolutionizing this troubling landscape.
“The use of AI deep fake tools is changing the landscape of fraud, and it’s accelerating. You have this tsunami coming,” warned Talcove.
He highlighted generative AI tools that can convincingly alter an individual’s appearance or voice, making them look entirely different. For instance, a demonstration showed a man from Nigeria transformed into someone resembling an American.
Such technology empowers scammers to execute various fraud schemes, including romance scams, colloquially known as “pig butchering.”
“You pretend to be someone’s friend, gain their trust, and then start siphoning off their money. Picture fattening up a pig before butchering it,” Talcove elaborated.
Identity Theft on the Rise
The trade of stolen personal information, or personally identifiable information (PII), is rampant on the dark web, facilitating the creation of fake identification documents.
“These are fake passports that are being produced,” Talcove pointed out, showcasing a listing. “Imagine the possibilities with a fake U.S. passport: opening bank accounts or applying for government benefits.”
Many dark web advertisements come complete with tutorial videos instructing scammers on how to exploit government programs. One such video demonstrated using a counterfeit passport to bypass the stringent Real ID requirements.
“It’s referred to as ‘the sauce,’” Talcove explained, referring to the instructional videos. “They provide guidance on navigating programs like Medicaid, TANF (Temporary Assistance for Needy Families), and SNAP (Supplemental Nutrition Assistance Program).”
This exploitation of government resources poses a grave concern for taxpayers, with a report from the Government Accountability Office estimating around $521 million is lost annually due to fraudulent claims.
Challenges in Combating Dark Web Crime
Accessing the dark web requires specialized software that anonymizes user activities, making it exceptionally challenging for authorities to track criminal behavior.
“The dark web offers a level of anonymity that complicates the identification of perpetrators,” Talcove elaborated.
Law enforcement struggles with the sheer magnitude of illicit activities on the dark web, which is often utilized by transnational criminal syndicates for various fraud schemes.
“Even if they worked around the clock, no one could possibly keep pace with the extent of the issue,” Talcove commented.
While the FBI spearheads federal efforts to combat cybercrime, they declined to provide details when approached for an interview about their strategies against dark web activities.

“It’s a treacherous environment filled with serious criminals who profit from deeply troubling behaviors,” he cautioned.
