Venezuela’s Deputy Minister Arturo Gil Strengthens Energy Collaboration in Cape Town

In a significant move to enhance energy cooperation, Venezuela’s Deputy Minister of Artificial Intelligence and Productive Efficiency on Hydrocarbons, Arturo Gil, visited South Africa following a historic engagement by the African Energy Chamber (AEC) in Venezuela in February 2026. This visit aimed to fortify energy ties and explore collaborative opportunities between the two regions.

High-Level Meeting in Cape Town

The meeting took place in Cape Town and included Deputy Minister Gil, Carlos Feo Acevedo, the Venezuelan Ambassador to South Africa, and a delegation from the AEC led by Executive Chairman NJ Ayuk. They were joined by a team from Energy Capital & Power, headed by CEO James Chester. The discussions focused on enhancing investment flows, utilizing Venezuela’s extensive expertise to bolster Africa’s energy resilience, and identifying collaborative avenues across the energy value chain.

This meeting followed the AEC’s earlier visit to Caracas, where they engaged with Delcy Rodríguez, Interim President of Venezuela, and representatives from the state-owned oil corporation Petróleos de Venezuela SA, as well as the ministries of Hydrocarbon Geopolitics and Gas. The outcome of these discussions was a signed Memorandum of Understanding (MoU) aimed at strengthening investment and collaboration across the oil, gas, and broader energy sectors. The Cape Town meeting represents a further step in this collaboration, highlighting Venezuela’s commitment to establishing resilient ties with African nations.

Workforce Development and Technical Cooperation

A pivotal outcome of the meeting was a commitment to enhancing workforce development within Africa’s energy sector. The AEC plans to engage between 10 and 15 African stakeholders to participate in specialized technical training programs at Venezuela’s University of Hydrocarbons. This initiative aims to support skills development and facilitate knowledge transfer between the two regions.

The Venezuelan delegation underscored the significance of establishing long-term technical partnerships. Structured training programs are expected to provide African professionals with hands-on expertise, fostering deeper institutional cooperation between Africa and Venezuela. Deputy Minister Gil expressed the value of organizing a working visit to South Africa to explore further cooperation and investment opportunities.

Leveraging Venezuelan Oil and Gas Expertise

The discussions also delved into how Africa could benefit from Venezuela’s extensive experience in oil and gas production, which spans over a century. Ayuk pointed out the geological similarities between Venezuela and key African oil-producing countries such as Namibia and Angola. He suggested that knowledge exchange regarding basin geology and data interpretation could expedite exploration and production efforts in both regions.

Ayuk emphasized the need for strengthened collaboration, expressing hope that more African stakeholders would leverage Venezuelan cooperation, particularly in data sharing and trade. He also highlighted Venezuela’s unique position as a member of the African Petroleum Producers’ Organization, stressing the importance of increased participation in continental initiatives like the African Energy Bank to tackle investment challenges faced by both the continent and Venezuela.

Unlocking Investment and Market Opportunities

Investment opportunities within Venezuela’s hydrocarbon sector were a central focus of the discussions. The Venezuelan delegation highlighted the country’s extensive geological database, developed over more than a century of exploration and production activities. This database offers investors detailed insights into untapped resources and development opportunities.

With plans for the development of 1,000 wells and over 20,000 wells already drilled—many of which remain to be optimized—Venezuela presents substantial and lucrative investment opportunities across its upstream sector.

Gas Development and Energy Access

The meeting also addressed Venezuela’s vast natural gas resources as a potential solution to Africa’s growing energy access challenges. Approximately 600 million people in Africa currently lack access to electricity, and nearly one billion live without clean cooking solutions. Ayuk noted the potential role of Venezuela’s flared gas in enhancing the continent’s energy supply while simultaneously supporting economic growth for Venezuela.

Deputy Minister Gil stated that Venezuela possesses significant onshore gas resources that can be further developed. He emphasized that unlocking this potential would require increased investment to support both national development and the needs of the Venezuelan populace. He described liquefied petroleum gas (LPG) as not only an energy resource but also a social solution with substantial economic and societal value, highlighting the potential for expansion in both onshore and offshore gas sectors.

Role of African Independents in Upstream Expansion

The parties involved emphasized the growing influence of African independent oil companies, noting their success in expanding production across the continent after decades of collaboration with international majors. Drawing parallels with markets like Nigeria, they suggested that independent operators could also assist Venezuela in increasing oil output through brownfield redevelopment and optimization of mature assets.

Ayuk pointed out that outside the U.S., Africa—particularly Nigeria—has one of the largest populations of independent oil producers, many of whom operate with production levels as low as 1,000 barrels per day. As both regions seek to expand production and address energy access challenges, deeper collaboration between African and Venezuelan stakeholders could unlock new opportunities within the global energy landscape.
