Hyderabad Seeks Stronger Measures Against Cyber Trafficking
The Telangana Cyber Security Bureau (TGCSB) is urging the Union Ministry of Home Affairs (MHA) to classify Laos, Vietnam, Thailand, and Cambodia under the Emigration Check Required (ECR) category, a move aimed at combatting a surge in cyber slavery and human trafficking. Currently, these countries fall under the Emigration Check Not Required (ENR) category, permitting unrestricted travel for Indian citizens, which has exacerbated the risks for job seekers.
Unlike Gulf states that enforce emigration checks for lower-educated passport holders, Southeast Asian nations, notably Thailand, lack similar oversight. This regulatory gap has made it easier for traffickers to dupe individuals with false job offers, only to ensnare them in exploitative cyber fraud operations.
Recent investigations revealed that traffickers are strategically utilizing airports in major cities, including Hyderabad and Bengaluru, to transport victims to Thailand, from where they are further moved to Cambodia and Laos. Many of these victims, drawn by promises of lucrative employment, find themselves trapped in organized cybercrime, facing alarming human rights abuses.
Travel data indicates a sharp rise in passengers heading to Bangkok, with numbers swelling from 48,000 in 2023 to a projected 78,000 in 2024. Most travelers hold visit visas, creating challenges for immigration officials to identify genuine tourists versus trafficking victims. Agents often manipulate visa arrangements, facilitating illegal work permits in border regions where cyber fraud operations thrive.
To address this crisis, TGCSB proposes implementing stricter emigration controls, establishing dedicated profiling desks at airports, and raising awareness through informational materials at Shamshabad Airport. However, officials have voiced concerns regarding manpower shortages for executing these initiatives. Despite obstacles, TGCSB remains committed to safeguarding job seekers from falling prey to cyber trafficking.
