Significant Increase in Economic Licenses
Between July 2024 and June 2025, the Abu Dhabi Registration and Licensing Authority (ADRA) issued an impressive 5,930 new economic licenses to Emirati women entrepreneurs. This brings the total number of licenses held by women in the emirate to 21,115 by the end of June 2025. Such growth is a positive indicator of the increasing involvement of women in the local economy.
Supporting Initiatives by ADRA
ADRA plays a vital role under the Abu Dhabi Department of Economic Development (ADDED), focusing on fostering an inclusive environment for female entrepreneurs. According to ADRA, these figures highlight the success of targeted initiatives aimed at empowering women and enhancing their contribution to economic growth and diversification within the UAE.
The rise in new licenses aligns seamlessly with the National Strategy for Empowerment of Emirati Women for 2023–2031. This initiative was launched by Sheikha Fatima bint Mubarak, who holds several prestigious titles including The Mother of the Nation and Chairwoman of the General Women’s Union. Her leadership underscores the commitment to advancing female participation across various sectors of the economy.
A Notable Share in Economic Licenses
Emirati women now account for a notable 18% of all new economic licenses issued in Abu Dhabi. This statistic speaks volumes about their growing influence in shaping the business landscape. Mohamed Munif Al Mansoori, the Director General of ADRA, remarked on this achievement, stating that the increasing number of licenses is a testament to the resilience of women in the local economy. He emphasized that ADRA is dedicated to ensuring a supportive licensing environment that promotes innovation and entrepreneurship among Emirati women.
Breakdown of New Licenses
The data regarding new licenses for Emirati women reveals some interesting insights. A notable 46.6% of new licenses—approximately 2,768—were granted under the Mobdea license scheme. This particular license empowers women to start businesses in over 50 economic activities without the necessity of a physical office space, thus enhancing flexibility and accessibility.
Additionally, 30% of the licenses issued—around 1,830—were provided under the Tajer Abu Dhabi scheme, also known as Abu Dhabi Trader. This initiative is designed to cater to those looking to jumpstart their business ventures with minimal bureaucratic obstacles. Furthermore, 788 standard economic licenses and 246 freelance licenses were issued, with the latter allowing professionals to engage in more than 100 economic activities at a reduced cost, thus promoting self-employment among women.
Diverse Sectors and Future Prospects
In the same reporting period, ADRA also issued 39 agricultural licenses and 12 industrial licenses specifically aimed at Emirati women entrepreneurs. This diverse array of licenses not only showcases women’s increasing participation in various fields but also aligns with Abu Dhabi’s overarching objectives for economic diversification and development.
