Pentagon plans to adjust FY27 budget priorities amid funding uncertainty

WASHINGTON — The Pentagon is preparing to adjust its budget priorities for fiscal year 2027 (FY27) in response to potential funding shortfalls, as indicated by the department’s comptroller, Jules Hurst. If Congress does not approve the full $350 billion reconciliation funding requested, the Pentagon plans to collaborate with lawmakers to reallocate key priorities into the base budget. This may involve cutting investments in other areas or deferring them until FY28. Hurst emphasized that it is still “too premature” to determine the specific trade-offs that will be necessary.

“The question would be, what’s more important to have money for in FY27 [or] can it wait for FY28,” Hurst stated during the NDIA Emerging Technologies Conference. He noted that many technological areas are evolving rapidly, necessitating immediate funding for certain investments while allowing others to undergo further research and development.

Funding Challenges and Strategic Priorities

The Department of Defense is currently navigating a complex funding landscape, with a total request of $1.5 trillion for the upcoming year, which includes $1.15 trillion in the base budget and $350 billion in a reconciliation bill. Key initiatives such as the Golden Dome air defense project, munitions, and the Defense Autonomous Warfare Group (DAWG) are at risk if the reconciliation funding is not secured. With only three weeks remaining until FY27 begins, Congress has made limited progress on the base budget request and has yet to advance the reconciliation request. A continuing resolution (CR) has been passed to maintain funding until December 11, but past experiences suggest that this may lead to further delays in final budget decisions.

Hurst indicated that the Pentagon is preparing for the possibility that final budget decisions may not occur until the new calendar year. “The department’s going to make its priorities known because we think all these investments are important,” he said, highlighting ongoing discussions about funding for autonomous warfare and space initiatives.

Implications for Defense Initiatives

Among the priorities is securing funding for multi-year munition deals, which are essential for replenishing U.S. stockpiles and fulfilling orders from allies and partners. Hurst explained that these deals fundamentally change the dynamics of procurement, as contractors are now incentivized to meet production targets to protect their profitability.

“A lot of these munitions that we want to buy, we’re not the only ones,” Hurst noted, emphasizing the responsibility of the U.S. to ensure adequate production for both its own needs and those of its allies.

Decisions regarding potential cuts or delays will require input from service leaders, who have recently raised concerns about the impact of funding lapses. Space Force Gen. Michael Guetlein warned that progress on the Golden Dome initiative could stall if funding is not secured. Similarly, Lt. Gen. Steven Marks, overseeing the DAWG, expressed concern that the initiative could lose momentum without adequate financial support.

“We’re at a point where there is a potential for us to get, uh, some money out of the FY27 budget, the president’s budget, that will go directly to DAWG,” Marks stated. He acknowledged uncertainty about receiving the full requested amount of $53.6 billion but stressed the importance of securing at least some funding to maintain the initiative’s momentum.

As the Pentagon navigates these funding uncertainties, the focus remains on ensuring that critical defense initiatives receive the necessary support to advance technological capabilities and maintain national security.
